Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS) conducts its 1st regular meeting for 2026

TACLOBAN CITY – In furtherance to the constitution of the Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS) in 2024, which aims to gather key offices and government agencies in order to discuss and decide upon relevant matters on civil registration which significantly affect the people of the province, the Leyte PIACCRVS Chairperson and PSA Leyte Chief Statistical Specialist, Sheryl Ann A. Jamisola, invited the Member Agencies through their respective representatives, to attend the 2026 Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS) 1st Regular Meeting on 10 June 2026 at Hotel Alejandro, Tacloban City.

The Meeting attained quorum with the attendance of the representatives from the Member Agencies/Offices such as the Local Civil Registry Offices of Albuera, Capoocan, La Paz, Leyte, Ormoc City, Tabango, and Tanauan, Department of Education (DepEd) Baybay City, Tacloban City, and Leyte Divisions, Social Security System (SSS) Tacloban City, Government Service Insurance System (GSIS) Tacloban City, Department of Information and Communications Technology (DICT) VIII, Pag-IBIG Fund Tacloban City, Regional Alternative Child Care Office (RACCO) VIII, Department of Interior and Local Government (DILG) Tacloban City, and PSA Leyte itself.

Discussions included the presentation of the current status of implementation of the Birth Registration Assistance Project (BRAP) and National ID services in the Province of Leyte, the Administrative Petition for Correction Automated System (APCAS) in the implementing LGUs of Tacloban and Ormoc City; information cascading on the salient features of the Premium Annotation and PSA E-Certificate which may be very well availed of by the public. DICT Representative likewise discussed on the adoption of data hygiene and cybersecurity protocols for government offices and agencies.

Meanwhile, the Committee was likewise appraised by the DepEd Tacloban City Division representative that on the matter raised from the previous meeting where the Committee resolved to request with the DepEd the revision of the School Form 10 (permanent school record) in order to add other vital personal information in order for said form to be used as proof of one’s identity during delayed registrations of birth or administrative petitions for correction, the DepEd temporarily remedies it by asking the schools to include in their transmittal of SF 10 of all learners, the respective copy of the Certificates of Live Birth (COLB) of all subject learners. Otherwise, those learners with no COLB are enlisted to avail the BRAP in order to have their births registered.

Moreover, the Committee reviewed on the attendance of the Member Agencies and it was agreed upon by the Committee to include the Leyte Parole and Probation Office in order to properly address their concerns relating to civil registration which directly affects individuals who are on probation.

Verily, the Committee looks forward to continue the conduct of its regular meeting at least once quarterly, in order to ensure that all concerns, novelty, and advancements on civil registration are discussed and shared with the Offices and Agencies that have significant link to the public.
