Police nabbed 3
suspected drug pushers

TACLOBAN CITY, Leyte
– The joint elements of Leyte Police Provincial Office Anti-Illegal
Drugs Special Operation Task Group (LPPO-PAIDSOTG) and Tacloban City
Police Station Anti-Illegal Drugs Special Operation Task Group (TC-PSAIDSOTG)
led by Police Insp. Jesus N. Son, chief PAIDSOTG nabbed a notorious
drug syndicate in a buy-bust operation on August 4, 2007 at around
9:50 in the evening at Brgy. 37-A Palanog, Tacloban City, that
resulted to the arrest of the following persons: Ernesto Quinante y
Raagas-leader, 41 yrs. old, single, Filipino; Alberto Salvedia y
Almerante-member, 20 yrs. old, single, Filipino, student; both
residents of Brgy. 37-A, Palanog, Tacloban City and Bernard Torres y
Arpon-member, 24 years old, single, Filipino, jobless, resident of
Brgy. 74, Nula-Tula, Tacloban City.
During the buy-bust
operation, the policemen acted as buyer from Ernesto Quinante y Raagas
alyas “Bolongoy” and Alberto Salvedia y Almerante. Recovered was one
small pack of suspected marijuana more or less .0625 grams with an
estimated street value of P800.00. Subsequently recovered from Alberto
Salvedia alyas “Ambit” were another one big pack and one medium pack
suspected marijuana more or less and .75 grams with an estimated
street value of P10,000.00, while recovered from Bernard Torres y
Arpon, was another one medium pack of suspected marijuana more or less
.1875 grams with an estimated street value of P4,000.00 with a total
of more or less one kilo of suspected marijuana was recovered from the
suspects.
According to P/S Supt.
Doroteo N. Palconit, Provincial Director, Leyte Police Provincial
Office (LPPO) during a Press Conference held at LPPO, apprehended
organized drug syndicate is among the notorious drug groups,
responsible for the distribution of marijuana in the different schools
in Tacloban
City, including nearby municipalities.
P/S Supt. Palconit
further revealed, that a month long surveillance was conducted by the
operatives of Leyte Police Provincial Office-Provincial Anti-Illegal
Drugs Special Operations Task Group (LPPO-PAIDSOTG) that resulted to
the successful arrest of the suspects. “This was the biggest haul of
marijuana resolved, since I assumed office as Provincial Director, he
said.”
The arrested suspects
were turned over to the
Tacloban
City
police for proper disposition. A case was filed in violation of R.A.
9165 better known as Comprehensive Dangerous Drug Act., of 2002, P/S
Supt. Palconit said.
R.A. 9165 or known
as Comprehensive Dangerous Drug Act of 2002 was purposely made into
law for the protection of the people specially the children, against
the destruction brought by illegal drugs.
Most wanted rapist shot to
death
SAN JORGE, Samar - A long
hunted fugitive and the No. 1 Most Wanted Person of this locality was shot
to his death after trying to elude again from the government operatives
before dawn Saturday, July 2, this year.
Police Inspector Rolando
Baula, Chief of Police of San Jorge PNP, identified the suspect as certain
Bautista Velardo Y Sabio alias Estang, legal age, and of still unknown
address. The suspect, along with his companion, a certain Edgar Beldad alias
Aguipo has pending warrant of arrest for the crime of rape under Criminal
Case No. 3404-05 last December 7, 1999.
Velardo was nabbed in one of
the police operations.
But while the hearings of
said case were on-going, Velardo and another inmate identified as Crisanto
Bocabo alias Bunso escaped, on September 20, 2003, from the Calbayog City
Sub-provincial Jail. The police said, Bocabo has also pending warrant of
arrest for the crime of attempted homicide under Criminal Case No. 3998 at
the same court.
On September 26, 2003, or
six days after the suspect bolted from jail, Judge Rosario B. Bandal of the
RTC Branch 41, 8th Judicial Region, Gandara, Samar found Estang guilty of
raping a certain “Marilyn” and was sentenced to suffer the penalty of
reclusuon perpetua to death.
From then on, the two went
into hiding.
On October 2004, the police
together with a team from the Criminal Investigation and Detection Group (CIDG)
conducted a manhunt operation against Velardo at Mabuhay village of this
town but failed, and the suspect eluded arrest again.
“It is in this reason that
the PNP San Jorge included Velardo and Beldad, as the No. 1 and No. 2 Top
Most Wanted Persons in this municipality, respectively,” Inspector Baula
said.
On June 30, this year,
another complainant, a 23 year old married woman of Brgy. Sinibaran, San
Jorge, appeared to the PNP station and lodged a complaint against the
fugitive Velardo for the crime of rape. The woman alleged that at around 2
p.m. of June 23, 2005, while she was walking for home from Brgy. Ranera,
also this town, the suspect suddenly appeared on her way, dragged her into a
grassy portion and succeeded of raping her.
The suspect, who said to be
her second cousin, forcibly took her P500 debt collection and also
threatened to kill her and her family should she tell anyone about the
incident.
However, not all days are
glory for the suspect. On July 1, 2005 the police received a tip from an
informant that he was seen hiding in his relatives at Brgy. Ranera, San
Jorge.
Immediately, a team led by
Inspector Baula together with SPO1 Martin Donadillo, PO3 Jojie Lao, PO2
Artemio Rebato and PO1 Marilo Apes, all of San Jorge PNP, braved the
darkness and consumed three hours hiking to reach the target place where the
suspect is hiding.
At about 2 a.m. of July 2,
the team rushed inside the house positively identified by the informant to
affect the arrest. Surprised by the arrival of the policemen, the suspect
draws his gun under his pillow but was grappled by one of the police until
trigger of said gun squeezed by the suspect in air thus promoted other
policemen to fire the suspect several times hitting the head of the suspect.
After the incident, the
suspect was rushed to the
Gandara District
Hospital
for medical attention but died.
Recovered by the police from
the crime scene are the following, to wit: one (1) Ingram M11 Cal. 9mm Par.
Mil. Armament Corp. Marrietta GA 30062 USA with several number 722393; one
(1) magazine for Ingram loaded with two (2) live ammos; and six (6) pieces
of empty shells for Cal. 9mm.
No. 4 Most-wanted KFR leader slain in
shoot-out with Samar police

CAMP LUKBAN, Catbalogan, Samar – The
country’s No. 4 Most Wanted Kidnapper fell before the hands of police
authorities when he shoot it out with policemen early dawn Sunday, November
8, 2004 in a hinterland barangay in Gandara town, some 45 kilometers
norhwest from Samar’s capital.
The suspect was identified
by PSSupt Conrado Verzo Calvario, Samar PNP Provincial Director, as Allan Balingbingan y Abelina, 25
years old, married, a native of Brgy. Hampton, Gandara, Samar and
affiliated with the notorious Waray-waray kidnapping syndicate. Balingbingan
carries a Five Hundred Fifty Thousand (P550,000.00) reward on his head and
is implicated in at least 12 kidnapping incidents.
At around 11:00 o’ clock in
the evening of Saturday, elements of Samar Police Provincial Office led by
PSInsp Joseph Nicolasora Pensotes, Intelligence and Investigation Officer
and Gandara Municipal Police Station under the supervision of PSSupt Conrado
V. Calvario, Provincial Director, jumped-off to Brgy. Hampton to effect the
arrest of the suspect. The team was reinforced by elements of Regional
Intelligence and Investigation Division (RIID), Criminal Investigation and
Detection Group (CIDG-NCR), Regional Special Action Unit of National Capital
Region Police Office (NCRPO-RSAU) and Naval Intelligence Support Unit (NISU
8). Barangay Hampton is a two-hour motorboat ride from Gandara town proper
through Gandara river and another two-hour hike from Brgy. Bo-ao, also of
said town.
Upon arriving in Brgy.
Hampton, the team coordinated with Brgy. Chairman Marcelino Vencio and
thereafter served the Warrant of Arrest at the residence of the suspect.
However, Balingbingan was not around, hence, the team proceeded to the house
of his mother where the suspect was hiding. Balingbingan immediately fired
his .45 caliber pistol to the entering lawmen forcing the police to
retaliate and shoot the suspect, hitting him in different parts of his body
that caused his instantaneous death.
The police recovered one
.45 caliber pistol marked Colt M1911 model with defaced Serial Number, one
Inter Dynamic Miami KG99 9mm Luger (Ingram) with Serial Number 294087 with
several ammunition and one homemade shotgun (bardog). Cadaver of the suspect
was immediately brought to Gandara District Hospital
for autopsy and fingerprinting.
Balingbingan is the third
KFR personality neutralized by Samar Police Provincial Office this year. In
January 24, 2004, Reynaldo Cacho, the country’s No. 8 Most Wanted kidnapper
was arrested in Brgy. Sta. Elena, also of Gandara town while last October,
one Rodrigo Aruta y Equepaje who has a standing Warrant of Arrest for
kidnapping before Quezon City RTC Branch 219 was arrested in Sta. Margarita,
also this province.
Aside from PSInsp Joseph
Pensotes, who was the team leader, other members of Samar PPO team were PO3
Porferio Amistoso, PO3 Nestor Tuazon, PO2 Josezaldy Rueda, PO2 Arthur
Perdizo, PO2 Erwin Unay, PO2 Juanito Malabarbas, PO1 Reynaldo Diocton and
PO1 Romuel Nacar while elements of Gandara MPS were SPO3 Edgardo Orbeta,
SPO1 Pablo Diaz, PO3 Gil Joropojop, PO1 Edwin Rigor and PO1 Ladislao Cabello.
Samar PNP Nabs RP’S No. 8
Most Wanted Kidnapper

CAMP LUKBAN,
Catbalogan, Samar – The country’s No. 8 Most Wanted Kidnapper, who
carries a Five Hundred Thousand Pesos (P500,000.00) Reward in his head was
captured by the police in an early morning raid last January 24 in a
hinterland barangay in Gandara town, some 30 kilometers from this capital.
Reynaldo Cacho
y de Veyra, of legal age, whose last known address was in #69 Ipil St.,
Baltazar, Caloocan City was caught flat-footed by joint elements of Regional
Special Operation Group headed by PCSupt Dionisio Benito Coloma, Jr., (Ph.D)
Police Regional Office 8 Regional Director, Samar Police Provincial Office
headed by PSSupt Conrado Verzo Calvario (MM), Samar PNP Provincial Director,
and Gandara Municipal Police Station headed by PSInsp Delfin Salas Nuñez, in
his hide-out in Brgy. Sta. Elena, Gandara, Samar, a two-hour boat ride
through Gandara river and one-hour hike from Brgy. Rawis, also of said town.
Cacho, a member
of Estrada, KFR group, is listed No. 8 in the Most Wanted List of Kidnappers
released by the National Anti-Kidnapping Task Force (NAKTAF) and is
implicated in at least two kidnapping incidents victimizing children of
prominent Filipino-Chinese personalities in Metro Manila last year. He was
being tracked down by police authorities by virtue of Warrant of Arrest
under Criminal Case No. C-69081 for Kidnapping for Ransom issued by Hon.
Judge Victoria Gabel A. Paredes of RTC Branch 124 in Caloocan City.
It was learned
that a police asset informed on the whereabouts of the Tag-alog speaking
suspect, who was known as “Boy” in the said barangay, and who was
suspiciously spending a huge sum of money in the repair and construction of
the house of his common-law wife also in said place. It was further
confirmed by some residents and the village chair in the area that subject
was the same man listed in the NAKTAF most wanted list.
Upon
confirmation of the information, subsequent police operation led in the
arrest of the suspect last January 24, 2004 at around 4:30 o’clock in the
morning.
The suspect was
presented by PCSupt Dionisio Benito Coloma, Jr., (Ph.D.), to Her Excellency
President Gloria Macapagal-Arroyo and Anti-Kidnapping czar Gen. Angelo Reyes
last January 26, 2004.
Cacho is the
fourth KFR suspect arrested in the region, following Allan Niegas, who was
listed No. 4 in the NAKTAF list and two other members of Waray-waray KFR
group implicated in the Kidnap-slay of Coca Cola Executive Betty Chua-Sy.
Samar PNP Nabs Cavite's Most
Wanted

CAMP LUKBAN, Catbalogan,
Samar – After years in hiding, the long arms of the law has
finally caught up a man considered as the Most Wanted Person in Cavite after
he was arrested by operatives of the Samar PNP office in Brgy. Bunu-anan
this town last January 22.
PSSupt Conrado
Verzo Calvario (MM), Samar PNP Provincial Director, identified the suspect as one Celso
Albos y Bendo, alias Maco, 43 years old, married and presently residing in
Brgy. Lumalantang, Zumarraga, Samar.
Albos is the
prime suspect in shooting to death of a police officer in Cavite sometime in
1999 and has a standing Warrant of Arrest for Murder under Criminal Case No.
B-99-947 dated December 10, 1999 issued by Hon. Judge Eduardo Israel
Tancuangco, Executive Judge of RTC Br. 89, Bacoor, Cavite. After the incident, the suspect went into hiding in
several places before deciding to return to his hometown in Zumarraga.
Upon receiving
positive information on the whereabouts of the suspect, who was frequently
seen in the vicinity of Pier I and Brgy. Bunu-anan attending to his
buy-and-sell business, joint elements of Samar Police Provincial Office led
by PSInsp Joseph Nicolasora Pensotes, Intelligence and Investigation
Officer, together with SPO4 Romy Dauz de la Cruz, SPO3 Samuel Cua Rosales,
SPO2 Fernando Monzaga, SPO2 Gil Bucatcat Castillote, SPO2 Cesar Mahinay
Peñamora, PO2 Nelson Amos Lapiceros, PO2 Jose Zaldy Danday Rueda, PO2 Nestor
Montejo Tuazon, PO2 Melanio Viñas Amistoso, PO1 Arthur Arquita Perdizo, PO1
Reynaldo Cabilogan Diocton, PO1 Roy Beringuel Lapura, PO1 Ervin Ariño, PO1
Jenny Nuevo Adona and PO1 Romuel Astorga Nacar, and CIDG Personnel PO3
Dandie Bonita, immediately conducted an operation which led to the arrest of
the suspect after a brief chase in Brgy. Bunu-anan at around 11:30 o’clock
in the morning of January 20.
Suspect was
brought to the court of origin in Cavite while PSSupt Conrado Verzo Calvario
(MM) had recommended the accordance of appropriate recognition to the
deserving PNP personnel who participated in the successful operation.
Samar PNP Busted Carnap
Syndicate

Catbalogan, Samar – A carnapping syndicate believed to be responsible in
the series of motorcycles-stealing incidents in Catbalogan and other parts
of the province had been neutralized by police authorities following the
arrest of three of its members.
PSSupt Conrado
Verzo Calvario (MM), Samar PNP Provincial Director, identified the suspects
as Luisito Moloboco y Rosales, Danilo Moloboco y Rosales alias Danny and
Josefina Concordia Y Bolledo alias Pening, all legal age and residents of
San Jorge, Samar.
Information
received by the Samar PNP
revealed that a carnapped vehicle was being kept in the residence of Danilo
Moloboco y Rosales alias Danny in Brgy. Guindapunan, San Jorge, Samar. Upon
confirmation of the information, the Samar PNP office organized a team led
by PSInsp Joseph Nicolasora Pensotes, Intelligence and investigation
Officer, together with SPO4 Romy Dauz de la Cruz, SPO3 Samuel Cua Rosales,
SPO2 Fernando Monzaga, SPO2 Gil Bucatcat Castillote, SPO2 Cesar Mahinay
Peñamora, PO2 Nelson Amos Lapiceros, PO2 Jose Zaldy Danday Rueda, PO2 Nestor
Montejo Tuazon, PO2 Melanio Viñas Amistoso, PO1 Arthur Arquita Perdizo, PO1
Reynaldo Cabilogan Diocton, PO1 Roy Beringuel Lapura, PO1 Ervin Ariño, PO1
Jenny Nuevo Adona and PO1 Romuel Astorga Nacar, without wasting conducted
police operation in said place last January 10 that led to apprehension of
Danilo Moloboco alias Danny, who was the suspect in a carnapping incident
that transpired in Catbalogan, Samar sometime in November 2003.
Upon further
investigation, the team proceeded to Brgy. Sapinit, San Jorge, Samar where
they were able to recover one (1) unit motorcycle, marked Yamaha Crypton,
with Chassis No. 84ST001WK-220397 bearing Plate No. HG 1322, colored Red,
from the possession and control of one Josefina Concordia y Bolledo alias
Pening, while said motorcycle was being kept inside her residence partially
dismantled. They do further revealed that one Luisito Moloboco y Rosales
alias Sito, is also a member of their syndicate. The later was apprehended
by the same team in Petron Gasoline Station in Catbalogan, Samar.
The owner of
the motorcycle, one Aida Diagsay y Cemanes, an employee of Norkis Yamaha
Phils., Catbalogan Branch confirmed that the recovered motorcycle was her
property and positively identified Danilo and Luisito Moloboco as the same
persons who took and carried away said vehicle while being parked at San
Bartolome St., Catbalogan, Samar last November 18, 2003.
A case for
violation of Ra 6539 (Carnapping) was already filed against the suspects at
Catbalogan Municipal Trial Court docketed under Criminal Case No. Y4-A-16
while the suspects are currently detained at Samar Provincial Jail.
With the
arrests of the suspects, the PNP believes that carnapping incidents in the
province would be minimized while the Samar Police Provincial Office
continues to do its job in combating all forms of criminalities in the
province.
