When the funding is approved for repairing the roads there are various crooks involved on how to spend the money. From the governor, the congressman, the DPWH director and ranking officials and then the road construction company of which the appropriation for road repair is cut by almost 60% or even 70%. What's spent for the repair is barely 30% or even less. What can the taxpayer gets for this 30% from the original funding is small thing like partly cemented or asphalted. If cemented that only lasts for less than a year. This clandestine behavior due to red tape, bureaucratic procedure and corruption has been on going for years since l946 when I was born and until now. How many billions or even trillions have been pocketed by thesse unscrupulous government officials. People have been silence and don't try to even rally and demonstrate to stop this. Even by invoking our rights through the constitution that we the people have the right to scrutiny and investigataion and demand government and private auditors to investigate or even ask government officials in charge of oversight committee to look into this corruption as well as having to have a private commission composed by honest and professional citizens to investigate. What happened for that long long years of corruption, we the people are just giving them (dishonest and corrupt government officials) the right to steal from taxpayers' money. If we try to make arrangement with the government to have post audits for their previous road repairs by using our own citizen's resourcefulness because we have so many certified accountants in private practice, we will find that we lost billions to corruption. What we need is just simple. No more red tape and make it truly transparent with accountability. Then all people will have access to everything, scrutinize the receipts, the DWPH people working like turtles and some only come out to draw their 15 and 30 salaries and let all the media be involved as well as the private citizens to video tape if the road repair is worth our taxpayer money and to put all investigation, video, scrutiny and any investigation through the TV to let the people know if our government is doing the right thing honestly.
