Regional states power is defined in black and white and states will use them to the fullest. There is no bicameral congress in the proposed Philippine federal system. It is parliametary type where the parliamentary congress elect the president. The parliamentary congress also can kick a president out. The state govenment will have its own powers it never had in the current system. Mini convention is an informal way to explore most of the issues relating to the federal government system. The mini conventiaon does not do any harm and it has no effect on the current governmnet but just exploring the issues and put them in paper so Filipinos can learn more about the pros and cons of the federal government system.
