Treaty with neigboring states like region seven region eight and others. Treaties is necessary to fight crime like maritime, jurisdiction of issues, and maybe calamity treaty to ask help because as usual the national government is corrupt and too slow in providing aid. A treaty with neighboring state like Cebu, Negros, and Bicol to provide immediate help after typhoon is necessary. Law inforcemet treaty also is needed where law enforcement issues can be dealt. You see we are having the idea already. We need to have a mini convention maybe in Samar, place and time needed to talk about many possibilities when we form a new federal system of government. I am just a lowly Waraynon and I know my place in politics. I would wait for an influential official to organize for the mini federal system convention.
