Change has to be started or there will be no change. How is it implemented depends on how much money we spend. Change to federal system can be done over a ten fifteen or 20 years. Make it steps by steps. We need to change the system because we know this existing system is does not work and is not even the American system which many claims has been copied to. The proposed Philippine federal system is a combination of American and Parliamentary systems which is the best of both system.
