States will not have the power to make international treaties. Even in the US they can not do that. It has to be done through the State Department in the US. You may want to review the rights of a State under a federal system. They can tax but their taxing ability is very limited. Most but not all City and Local taxes must be approved by the voters. There are also compliance mandates to the Federal Government. i.e. if you don't comply with Federal Laws and Regulations your state funding can be cut. Back to the cost thing. The amount of local or regional laws that will have to be re-written for all 11 states will take many many year to get on the books. You have no idea the cost of doing this nation wide. Moving a Capital is one thing. Switching a form of government is yet another and that too will have very substantial start up costs. Pimentel in is infinite short sighted wisdom did not even bother mentioning just how much the switch will cost nationally. I will tell you that without deficit spending close to what our 1.27 trillion peso budget is for FY 2008 it will not be possible nation wide. Our lawmakers will need the assistance of non government Lawyers just to get the local laws and ordinances fixed. They will not work for free. People need to wake up, this change will be so much more expensive than anyone could imagine.
