It will be a new department with new governor office and new staff. Tacloban will still be officiated by Petilla but the Catbalogan will be staffed by the State of Eastern Visayas by a newly elected State Governor with full powers almost similar to the President of the Philippines. Power to tax, power to make treaty with neigboring States, and power to make treaty economic wise with other countries. Of course the state governor will not have power to make diplomatic and military treaty with other countries. Only the Federal President has that power. I am already excited. Finally, we Waraynons can run our own lives, we waraynons can feel our own freedoms at last, and we Waraynons can be a distinc breed of Filipino and we Waraynons can prove ourselves to other States and perhaps the world that we are people and we can contribute for progress to our federal government. We have so many talents here and abroad but because of national corruption, we Waraynons could not be seen by other Filipinos. When we become free and independent federal state, we Waraynons has many ways and things to prove that we are the best, best in character, best in governance and hopefully our Eastern Visayas State will become the SHOW state of the Federal Government of the Philippines.
