I agree the airport in Samar is a good thing and I would make that trek for an international flight. Lets get it up and running ASAP and work on the follow on travel means to Leyte and other nearby islands. The deep water ports again your right. The problem is we do not have the road that will support that kind of repeated container weight being hauled over the roads. Develop the Airport and the Ports but damn lets get the road fixed to where they are reliable to carry heavy weights and we do not have to keep re re doing what was done because someone used substandard material or just plain stole the materials in the first place. Just getting the road fixed correctly is going to take 3 - 5 years and that is if they started today. There is just too much work that was never engineered correctly in the first place that is still being used as it rapidly degrades again. Bridges, curves, water sheds, culverts, lighting and safety all need some serious review. If there really is going to be a Capital move then get the infrastructure including stable power, along with a vast clean reliable water supply before we do it. The important thing is that there is long term cost analysis not just in pesos but in total humanities costs also. I have seen the plan and there is absolutely no total cost analysis incleuded it the proposal. Only a plan. The good thing about a plan is it is a starting point. I got a gut feeling I may be 6 ft under for quite sometime before we see a gain from our inital losses in moving the Capital.
