Fort Benning is famous for the school of dictatorship where in graduates like General Palparan do not follow the law. The problem is compounded because the government who has all the tools and power to prosecute this rogue general is powerless to do so. Only the NPA can prosecute Palparan. He is not even from the beautiful Zambales province. General Palparan is from Cagayan yet he thinks he is a bully of Zambales province. General Palparan cannot do unlawfull ways here in Samar. If he does he might be eaten alive.
