The “10 Commandments” In Choosing The Right President
  Deuteronomy 17:15-20
    1. Be sure to appoint over you the king the LORD your God chooses. [v.15]
Be sure he is chosen and anointed of God.
He must have been prophesied upon by known prophets of God.
    2. He must be from among your own brothers. [v.15b]
He must be well known as a real brother.
He must not be a recent convert, but a proven and well- experienced brother.
    3. Do not place a foreigner over you, one who is not a brother…(Filipino). [v.15c]
He must not have a dual citizenship.
He must have a patriotic heart for God and for country.
    4. The king, moreover, must not acquire great numbers of horses for himself. [v.16]
He must not be covetous, selfish or materialistic.
He must not be a man of war. (Horses were used for war in the old times)
    5. Or make the people return to Egypt to get more of them, for the LORD has told you, "You are not to go back that way again." [v.16b]
He must not conform to the traditional way [trapo] of serving the people.
He must lead the people with a clear vision/revelation from God. [Prov.29:18]
    6. He must not take many wives, or his heart will be led astray. [v.17]
    He must be a one-woman-man.
He must not be a covenant breaker.
    7. He must not accumulate large amounts of silver and gold. [v.17b]
He must not enrich himself while serving as president.
His family’s riches must come from legitimate sources.
    8. When he takes the throne of his kingdom, he is to write for himself on a scroll a copy of this law, taken from that of the priests, who are Levites. [v.18]
He must have a copy of the Bible where God’s law is written.
He must have a version of the Law that has not been tampered or changed.
    9. It is to be with him, and he is to read it all the days of his life so that he may learn to revere the LORD his God and follow carefully all the words of this law and these decrees. [v.19]
He must be well versed to the law (Word) of the LORD.
He must memorize, practice, teach and implement the law of God. [Jos.1:8]
    10. And not consider himself better than his brothers and turn from the law to the right or to the left. [v.20a]
He must be humble and has a grateful heart by giving all the glory to God alone.
He must have a political will that will not compromise Godly principle.

This website is a revelation that SAMAR is changing for good. RAY GASPAY is the man behind it and he is a novel prize winner in my heart. I have read the news,it is very informative, updated, fair and balance journalism. Congratulations to your staff for bringing out the best and the worst in Samar. I also have the chance to read the messages from among Samarenos abroad who in one way or another wanted a change for the common good. I would like to hear from my old friend Vic Voz in Abu Dhabe. I haven't seen you for 10 long years. Send me an e-mail and keep in touch. Lastly, I would like to impart my concern to all Samarenos out there. Let us join hand in hand to revitalize, restructure our public hospitals and clinics in Samar. I would like to send a strong message to our Governor, Vice Governor and the Member of the Boards not to loss focus on the deteriorating healthcare system in Samar. One day, you will have a health problem and you will realize the importance of this facilities. I am a registered nurse here in California but I don't want to brag the difference between the two. Please give the budget that the facility needs to upgrade the tools and make it the hospitals and clinics for everyone. Don't never ever neglect your doctors, nurses and staff members too. They save lives. Folks, how strong is my message? You will be the judge.

This is a nice site.  Keep up the good work.  I just wanted to say hi to all my family in Minuhang.  Ray thank you for letting us express our opinions in your site. It is a very informative site.

I hope that someday our people will love and care for our own country.  Our government is so corrupt that one person cannot do it all.  GMA is doing a great job.  I hope politically people have to think about the future of who will be running for president this year.  Whoever they elected hopefully he/she is a caring person for the good of the country and our people.

I know there are a lot of changes there and I hope it's for the better. I would like to say hi! to Roy Pacoli, Nestor Morales, Jerry Felebrico and my friends in the Kings of Clowns. Sorry brothers for not dropping a word for a long time. email me when you have a chance.

Hi there!..just got the chance to visit this website which i've just recently heard of from my brother in U.S.A and i would say this is cool! Thanks to the modern technology and we stay indebted to those people behind this whose intentions are for the advancement in communication and to unite us as well through this website. I'm pleased to know that even though how far we are from our hometown, and though we are in the other side of the world we still can update ourselves with the news that are happening in Samar and Leyte. I miss the weather, esp. the sunshine which we seldom get it in here. And luckily we're almost at the end of our winter season! Before i go let me just greet my family in Gandara, A HAPPY VALENTINES DAY and to all my cousins and relatives..and to my brother in California and his family..Lastly, thanks to the people behind this website....Cheers! and more Power!...

On Bryan Azura's "The Joke of Economy" dated January 30th, first of all the title doesn't sound right.  If he put an article like "the" before Economy, it would have looked differently.  Anyway, our country's economic problems should not be blamed on the president who just happens to be an economist by education and experience.  With its myriad of problems, you can put together all the living Nobel Prize awardees for Economics and let them run the country and you won't get better results.  One should consider other factors like peace and order, corruption in the government, the Muslim and insurgency problems, the economy (of course) and the general culture of the country and its people. The people around the President are just as important as the president herself.  Just like Bryan's byline, it's no joke being a president running a country like the Philippines.

I have come to know of your presence in the internet and visited your wonderful web-site – www.samarnew.com. It’s nice to know that there is a site dedicated to news and updates relevant to our beloved home province of Samar and quite convenient too, as we can avail of postings and to chat on-line with long-lost acquaintances.

I would like to take this opportunity to post an advertisement regarding the upcoming SAMAR STATE POLYTECHNIC COLLEGE (SSPC) – formerly Samar Trade School and Samar School of Arts and Trades – Grand Alumni Homecoming which will be held on April 2004 and to be hosted by our beloved Batch ’78. To those who are interested, especially fellow alumni of SSPC, PLEASE SPARE A FEW MOMENTS TO READ THE FOLLOWING LETTER.

On behalf of the Steering Committee and my batch mates (Batch ’78), we wish you all the best and we hope that you could partake in the upcoming memorable event, which will not only give us the chance to get together once again and socialize but also to render community service thru the various programs scheduled to be conducted.

Salamat nga mayda na kita website sugad hini ha Samar! Thanks, Ray.  Through this, we are all informed of what's happening in Samar, particularly ha mga lugar nga harani han amon bungto, Gandara (I wish I could fly back home now!)  Anyway, I also wish most of the people from Gandara and other neighboring towns could get a chance to access the internet.  I believe a lot of residents have cellphones but there are no landline connections yet. I wish the Municipal officials of these towns could do something about it.  They must realize that this communication facility is a "must" if they want to effectively address important concerns in their respective towns.

I hate to say it but this is true: when a crime happens in one place, one has to run to the police station to call somebody on duty for a rescue and by the time the police officer arrives, a burglar or intruder has already taken almost everything including one's life.  What about if someone is really ill or maybe someone has been stabbed and needs a nurse or a doctor at once because transporting this patient to the hospital will be too risky, do we still have to find a cellphone and contact somebody on duty(who also happens to have a cellphone -luckily you know his or her number), that you need him or her right away? What a waste of time!

Saving lives has much greater importance than any other responsibilities or let's say "projects" any government official could think about. Think if we have telephones, would it be great to know that a "rescuer" immediately responds by just pressing numbers on a handset, and help suddenly arrives?  How many lives can you save there!

Lastly, I feel embarrassed to think that we are already living in the 21st Century, where www.com, internet and any other computer-based technology for that matter, yet mere telephones, which I think, a lot of people have just seen them on televisions and in the movies.  I just hope we are not going back to the stone age!

PAHABOL - Kumusta ngay-an han ngatanan nga mga staff han Provincial Budget Office, tikang kan Mr. Max Sison, PBO ug ngatanan nga mga Municipal Budget Officers han 25 municipalities han Samar!  I wish I could still go with you guys everytime you attend the Annual Convention of  Budget Officers every year.  I already miss that. Kumusta liwat ngada han ngatanan nga employees han San Jorge Municipal government, under Mayor Gliceria Catalan, ug mga taga-Gandara, akon mga igkasi. Unta magburublig kita nga an aton bungto magma-inuswagon ha ngatanan nga mga aspeto. Salamat!

To all Filipinos, specially Samariños here and abroad.  please read this and understand what a young korean has to say about the Philippines.

"MY SHORT ESSAY ABOUT THE PHILIPPINES"
by: Jaeyoun Kim; September, 2003

Filipinos always complain about the corruption in the Philippines. Do you really think the corruption is the problem of the philippines? I do not think so. I strongly believe that the problem is the lack of love for the Philippines.
Let me first talk about my country, Korea.  It might help you understand my point.  After the Korean War, South Korea was one of the poorest countries in the world.  Koreans had to start from scratch because entire country was destroyed completely after the Korean War, and we had no natural resources.
Koreans used to talk about the philippines, for Filipinos were very rich in Asea.  We envy Filipinos.  Koreans really wanted to be well off like Filipinos.  Many Koreans died of famine.  My father's brother also died because of famine.
Korean government was awfully corrupt and is still very corrupt beyond your imagination, but Korea was able to develop dramatically because Koreans really did their best for the common good with their heart burning with patriotism.  Koreans did not work just for themselves but also for their neighborhood and country.  Education inspired young men with the spirit of patriotism.
40 years ago, President Park took over the government to reform Korea.  He tried to borrow money from other countries, but it was not possible to get a loan and attract a foreign investment because the economy situation of South Korea was so bad.  Korea had only three factories.  So, President Park sent many mine workers and nurses to Germany so that they could send money to Korea to build a factory.  They had to go through a horrible experience.  In 1964, President Park visited Germany to borrow money.  Hundred of Koreans in Germany came to the airport to welcome him and cried there as they saw the President Park.  They asked to him, "Mr. President, when can we be well off?"  That was the only question everyone asked to him.  President Park cried with them and promised them that Korea would be well off if everyone works hard for Korea, and the President of Germany got the strong impression on them and lent money to Korea.  So, President Park was able to build many factories in Korea.
He always asked Koreans to love their country from their heart.  Many Korean scientists and engineers in the USA came back to Korea to help developing country because they wanted their country to be well off.  Though they received very small salary, they did their best for Korea.  They always hoped that their children would live in well off country.
My parents always brought me to the places where poor and physically handicapped people live.  They wanted me to understand their life and help them.  I also worked for Catholic Church when I was in the army.  The only thing I learned from Catholic Church was that we have to love our neighborhood.  and I have loved my neighborhood.
Have your cried for the Philippines?  I have cried for my country several times.  I also cried for the Philippines because of so many poor people.  I have been to the New Bilibid prison.  What made me sad in the prison were prisoners who do not have any love for their country.  They go to mass and work for Church.  They pray everyday.  However, they do not love the Philippines.  I talked to two prisoners at the maximum security compound, and both of them said that they would leave the Philippines right after they are released from prison.  They said they would start a new life in other countries and never come back to the Philippines.
Many Koreans have great love for Korea so that we were able to share our wealth with our neighborhood.  The owners of factory and company distributed their profit to their employees fairly so that employees could buy what they needed and save money for the future and their children.
When I was in korea, I had a very strong faith and wanted to be a priest.  However, when I came to the Philippines, I completely lost my faith.  I was very confused when I saw many unbelievable situations in the Philippines.  Street kids always make me sad, and I see them everyday.  The Philippines is the only Catholic country in Asea, but there are too many poor people here.  People go to church every Sunday to pray, but nothing has been changed.  My parents came to the Philippines last week and saw this situation.  They told me that Korea was much poorer than the present Philippines when they were young.  They are so sorry that there so many beggars and street kids.  When we went to Pagsangjan.  I forced my parents to take a boat because it would be fun.  However, they were not happy after taking a boat.  They said that they would not take the boat again because they were sympathized the boat men, for the boat men were very poor and had a small frame.  Most of people just took a boat and enjoyed it.  But my parents did not enjoy it because of love of them.
My mother who has been working for Catholic Church since I was very young told me that if we just go to mass without changing ourselves, we are not Catholic indeed.  Faith should come with action.  She added that I have to love Filipinos and do good things for them because all of us are same and have received a great love from god.
I want Filipinos love theirs neighborhood and country as much as they love God so that the Philippines will be well off.  I am sure that love is the keyword which Filipinos should remember.  We cannot change the sinful structure at once.  It should start from person.  Love must start in everybody in a small scale and have to grow.  A lot of things happen if we open up to love.  Let's put away our prejudices and look at our worries with our new eyes.  I discover that every person is worthy to be loved.  Trust in love, because it makes changes possible.  Love changes you and me.  It changes people, contexts and relationships.  It changes the world.
Please love your neighborhood and country.  Jesus Christ said that whatever we do to others we do to him.  In the Philippines, there is God who is abused and abandoned.  here is God who is crying for love.
If you have a child, teach them how to love the Philippines.  Teach them why they have to love their neighborhood and country.
You already know that God also will be very happy if you love others.  That's all i really want to ask you Filipinos.

Kumusta sa lahat ng mga tiga Samar, sana ay makapasyal uli ako sa aking native town. Last visit namin ay noong nilibing ang aming tatay diyan year 1987, and from that date ay hindi na kami naka-balik...we first left the place when I was about 5 or 6 years old (1980) but I'll never forget the memories when I was still there. I miss the coconut field where my father is farming as a coconut farmer...and while he's collecting coconuts fell from the trees, he'll put me inside the big basket that he's carrying....anyway, I'm in Brunei now, and you can visit our site for Filipino overseas on this address, http://www.ofwconnect.bravehost.com .  Thanks

G'day Mr. Ray,
You don't know how much I enjoy your web site, it is almost as good as having pinirito nga bulad and fried garlic rice for breakfast!!!! I  would like to say hello to my old friends sa  San Pablo, Catbalogan, an Canes family. It's been a while but I remembered your kindness@ hospitality. I am doing well, I have three kids that keep me busy . Anyway, you have a great year!!!!!
